Sir:-
I have the honour to acknowledge the receipt of your despatch No. 336 of the 18th ultimo (23084) transmitting copies of correspondence respecting the proposed Opium Commission at Shanghai, and requesting me to furnish you with an indication of the various items of expenditure likely to be entailed on His Majesty's Government by the International Commission, exclusive of the salaries of the British Delegates.
I would venture to recommend the grant to the British Delegates of a daily subsistence allowance of Two pounds, to cover all personal expenses such as lodging, locomotion etc. In an expensive place like Shanghai this would not, I think, be an excessive allowance. In the case of Sir A. Hosie the extra expenditure would be only One pound a day as he already draws
